Section A:  General Information

Club Purpose

The purpose of the club is to provide its members and their families with an organization and facility to learn and enjoy the hobby of flying radio-controlled model aircraft with others having the same interest.

Club Meetings

Unless otherwise announced, all meetings are held at:

Central Point Senior Citizen's Center; 123 North 2nd Street; Central Point, OR.

General membership meetings are held on the second Tuesday of each month at 7:00 p.m. and usually last 1.25 to 2 hours.  Visitors and guests are always welcome.  At the meetings we discuss club business, report on current model-related events, have a show-and-tell session, and sometimes have special programs.  For show-and-tell, members most often bring a newly finished model, but partially-built models, engines, or any modeling accessory that you think will be of interest to others may be shown.  Our special programs may be things like the demonstration of a building technique, a video, or a guest speaker.  If you would like to give a presentation, contact a club officer so it can be scheduled.

Board of Directors meetings are also held on the second Tuesday of each month, at 5:30 p.m. and usually last 1 to 1.5 hours.  Members are always welcome to attend.

Club Dues

Current Membership Dues and Fees are defined in an Addendum to the Rogue Eagles Bylaws.

The Rogue Eagles offers 4 categories of membership:  Open Individual,  Family,  Junior Individual,  and Associate.

Family Membership includes immediate family members (spouse, children) living at the same household.  To fly at our field, the family members must also be AMA members.

Junior Individual Membership applies persons not older than 16 years of age. For the first year of membership, RE dues are waived by the club and AMA dues are paid by the club.  After the first year, the Junior Member is responsible to pay the annual AMA membership fees and Rogue Eagle club dues of $1.

The amount charged to new members may be prorated depending on the remaining number of months in the year.

Existing club members who pay their dues late are not eligible for the prorated rate.

There is a ONE-TIME $25 processing fee for new members.

Although our club does not have a formal flight instruction program, we DO try to keep a club trainer in flying condition and our authorized instructors are glad to help new fliers get off the ground.  If you are in need of flight instruction, please click the following link for more information.

Club Newsletter

Our club newsletter, "The Rogue Eagle", is mailed monthly to all members. The newsletter's primary mission is to facilitate communication within the club.  Keep in mind that producing material for the newsletter is not the sole responsibility of the editor.  All of us can and should contribute. It's important for club members to share their experiences and knowledge for the benefit of others.  Did you just attend a special event that others might like to hear about?  Have you bought a model product lately that you think is just super?  Do you have an idea or a building technique you'd like to share?  Want to make an announcement?  Got something to sell?  Remember that only a portion of our membership attends the meetings, but all of our members get the newsletter.  Articles, how-to's, classified ads, etc. are always needed. They can be submitted to the editor on computer disc, typewritten, or neatly handwritten.  Short classifieds can even be relayed over the phone.

Club Website

Our Website resembles a living entity as it is constantly being updated with announcements of coming events, club news, pictures, and topics of interest to club members. It is a central source of information about our club and hosts our library of newsletters. Any club member can contribute to the content on the website. The webmaster is always in need of images of recent events, narratives from attendees, announcements of coming events, all things of club interest. Everyone's contribution is welcome. Items can be submitted to the webmaster by e-mail, on computer disc, printed, or neatly handwritten. Brief announcements can be communicated by phone.

Our internet discussion Forum is a place where members can congregate and exchange views on a variety of topics. Our Forum is graciously being hosted by one of our members on his company's web server.

Club Merchandise

The club offers tee shirts, hats, and jackets with the club logo for members to purchase.  Interested members can inquire on-line or at the club meetings about the current inventory.  Club members are issued a name badge at no charge, one time only.

Academy of Model Aeronautics

The Academy of Model Aeronautics (AMA) is a national organization, encompassing all facets of modeling, including radio control, free flight, and control line.  The Rogue Eagles R/C Club is charter member #534 of the AMA, and with over 100 members, we're the largest AMA club in Oregon.  There are over 2500 clubs chartered with the AMA, and total membership is nearly 200,000.  Membership in the AMA is required by the Rogue Eagles.  As an AMA member you will receive a monthly magazine, Model Aviation, you will be eligible to fly in AMA sanctioned events like contests and fly-ins, and your modeling activities will be insured.  AMA insurance provides general liability coverage; accident/medical coverage; and fire, vandalism, and theft coverage. Keep in mind that AMA insurance is secondary to any other applicable coverage, such as homeowner's.

Section B:  Agate Skyways

Field Information

Our current flying site, which many people consider to be one of the finest in southern Oregon, is located east of White City (see map) near Agate Lake.  The club has been using this site since 1975.  In 1993 we formalized our agreement with Jackson County and signed a ten-year lease with an option to renew for another ten years.  As part of the lease agreement, our club is required to perform at least $1000 worth of improvements and maintenance each year, on average.  The agreement also stipulates that, if you live in Jackson or Josephine counties, you must belong to the Rogue Eagles R/C Club to use the field, and that all flyers must belong to the AMA.

The existing runway was poured in 1975 at county expense.  All of the field improvements, including the fencing, signs, shelter, pit stands, pylon course, outhouse, impound box, bleachers, and entry road, were funded by the club and the work was done by our members.  Work parties are arranged occasionally to make improvements or do maintenance.

Flight Zone

The approved flight zone at Agate Skyways is shown in this diagram.  Although the flight line extends to the west to infinity, it is ABSOLUTELY IMPERATIVE that pilots avoid flying too far in that direction in order to stay away from the fire station and golf course.  Furthermore, we must NOT OVERFLY the house located on the northeast corner near our field.  It is in the club's best interest to minimize any chance of conflicts or noise complaints. We need to be the best neighbors we can possibly be. This is important and we all need to police each other.

Emergency Phone

If there is an emergency at the field and the fire station is unmanned, use the red emergency telephone on the outside wall of the fire station facing our field.  It automatically dials 911 when picked up. Incidentally, there is an electrical outlet on the same wall, which club members are welcome to use, if needed.


Section C:  Club Activities and Events

Over the years, our club has participated in a number of charitable activities and community events throughout the Rogue Valley.  We also hold club events that attract model airplane enthusiasts from outside the area, which benefits our local economy.  For example:

Rogue Eagles Airshow

Each year the club puts on a two-day airshow at our field.  The airshow gives us an opportunity to educate the public about our activities and demonstrate to our neighbors that we are safe, responsible, and skillful pilots.  This is our biggest event of the year, requiring the participation of nearly all of our members.  We do two shows each day featuring a wide variety of model aircraft.  Members are encouraged to develop "acts" that will be interesting or amusing to the spectators.  Pilots must be at least Level II to fly in the airshow.  Proceeds are used to maintain and improve our field.

IMAA Fly-in

The IMAA event 'Big Bird Fly-in' held once a year for models upwards of 80" wingspans brings models and their pilots from all around our region. Participants have a great time with friends and food and fun prizes, and everyone goes home with a smile and comes back the next year to do it all over. Thanks to all the pilots over the years who have made this a truly great event. Thanks also to all the volunteers who put in the long hours to make it happen. IMAC Contest

The Rogue Valley Challenge (AKA Medford Madness) is the only IMAC event in Southern Oregon. The event held each spring attracts pilots from all over the west coast. This contest showcases some of the best large scale models in the 25% (and UP!) range, and features a freestyle contest with a pilots purse (size of purse depends on number of entrants). If big aircraft doing awesome stuff is what you like, this is it.

Float Flys

Once or twice a year we have a Float Fly at nearby Agate Lake.  These are noncompetitive events open to any type of model that can operate from the water.  Special frequency control procedures are used during our Float Flys to avoid any possible interference with models flying at the regular field.

Past Club Events

In the past, the Rogue Eagles have displayed and/or flown models at community events like the Medford Airshow, the Ashland EAA Fly-In, the Lion's Club Mother's Day event in Sam's Valley, and the Fourth of July Celebration in Central Point.  We've displayed models at the KTVL Channel 10 sponsored Kid's Day at Hawthorne Park, at the Rogue Valley Mall and for a number of local schools, scout groups, and other organizations.  The club has also sponsored pattern contests, fun-scale contests, and fun-fly's.

New Events

Any member can organize a new club event.  You don't necessarily need Contest Director (CD) status to run an event at our field - we have plenty of CDs who can help with paperwork if necessary.  The Board of Directors will usually help with financing, our Events Coordinator can help set a date to avoid conflicts, but it's you who must serve as the "spark plug".  You will have to organize the event, advertise it, arrange workers, and run it.  If you have an idea for a new event or want the club to participate in a community event, contact a club officer so it can be discussed at the next Board meeting.

Section D:  Club History

The Rogue Eagles Radio Control Club was initially formed in 1964 by Bob Hawkins, a present member of our club; Dick Wickline, presently the Associate Vice President of District Xl of the Academy of Model Aeronautics consisting of Alaska, Idaho, Montana, Oregon and Washington; and Ralph Witt, who was using a corner of his bicycle shop for model aircraft supplies.  In 1965 the club had grown to six or seven members, who were flying off the race track located at the North Ashland interchange.  In 1966 the membership had increased to about twelve members, so the club decided to charter the club with the Academy of Model Aeronautics, which, at the present time, has over 130,000 members.  As a chartered club with the A.M.A. which is a division of the National Aeronautics Association and is the U.S. aeromodeling representative of the Federation Aeronautique lnternationale headquartered in France, the club became affiliated with other model clubs throughout the United States and other clubs from most continents of the world.  The A.M.A. and the F.A.I. establishes the rules by which contests are conducted, safety rules and procedures, and sanctions the contests conducted by the clubs.  Through this affiliation, contact is made not only with other clubs in the U.S.A, but throughout the world.  In addition, A.M.A. provides liability insurance covering use of model aircraft.  In 1967 the club found a flying site out Avenue G in White City.  This area provided a runway 600 feet by about 120 feet wide, all dirt.  This area was just inside the radius of the Medford Airport tower area, however no conflict was encountered, and the club used this site from 1967-1975.

During the time the club was using the Avenue G area, it was seeking a more permanent place for flying.  In 1970, Mrs. Nixon, wife of then President Nixon, turned over 426 acres of Federal land to Jackson County for use as a sports park.  A committee of potential users of the sports park was formed, of which the club was one.  Initial plans stated that our field was to be prepared and completed in 1977.  Because of conflict between our flying activities and other planned facilities in the immediate sports park area, the club was asked to give up our plans for inclusion in the immediate sports park area, and asked to use the area, which we now use at Agate Field.  This move provided a benefit for the club, as the facility at Agate Field was available for use by 1975.  Jackson County provided the asphalt runway which we now use.  Many other improvements were planned by Jackson County for the field area, however they did not come about, due to lack of the necessary funds.  Since that time the Agate Field area has been maintained and improved by the Rogue Eagles.

During the period 1975 to 1978 the club experienced moderate growth in membership, however considerable effort was expended by the members in the improvement of Agate Field.  For example, the shelter was constructed, and the parking area improved.  From 1978 to 1981 increasing growth resulted in a membership of approximately fifty, 15 to 25 of whom were active flyers.  During this period there was an increased interest in the building and flying of quarter scale aircraft with a wing span of 80 inches or more.  Larger engines were being used, most of them converted chain saw engines.  From 1981 to 1983 the club experienced increasing interest by family members in the activities of the club. We also experienced increasing interest by teenagers in Radio Controlled Model Aircraft.  Interest in large scale aircraft continued to increase, and pylon racing using small three channel aircraft became popular.

During 1984 and 1985 the club became interested in Pattern Flying, which together with Pylon Racing resulted in increased coordination and competitions with other clubs throughout the western states.  Increasing interest by the public in viewing flying events, much of which was created by the clubs participation in the Medford Air Show, and other local activities, resulted in the need for the construction of bleachers for seating at Agate Field.  The club members erected the present bleachers at the field.  As a result of the increasing interest of teenagers in the club activities, our first teenage Vice President was elected in 1985.  In 1985 the "Hobby Tree", hobby shop of Medford, established a perpetual trophy to be awarded each year to the club member who, in the opinion of the membership, contributed the most to the club each year.

The years 1986 to 1988 resulted in rapid growth in membership.  Our first female President was elected, signifying the increasing interest of ladies in the club activities.  During these years continuing improvement to Agate Field was being accomplished by the club.  A major project was the construction of a new entrance road, and the removal of the old road at the approach to the runway, resulting in much improved safety and flight operations.

During 1993 the club entered into a 10-year lease agreement with Jackson County for Agate Field.  This agreement provides us with greater control of field operations and insures that the field will remain available for club members in the future.  The lease agreement requires the club to maintain the field and make certain minimum investments in labor or material each year.  Since we've done this over the years anyway, this agreement is to both the county's and club's advantage.

Over the years the club has put on many flying activities for members of the club, such as fun flys, building contests, flying instruction, float flys on Agate Lake, etc., in addition to the activities listed previously under the purposes of the club.  In addition, the club has put on many non-flying activities in which all family members can participate, such as barbecues, pot-lucks, Christmas dinners, etc.  The Rogue Eagles Radio Control Club has continually grown over the years since it's establishment until it reached a membership of over one hundred members, not including the families of our members who participate in the activities of the club.


Section E:  Agate Skyways Flight Rules

In addition to the AMA rules, these rules have been adopted by the Rogue Eagles R/C Club for flying at Agate Skyways.

  1. All flyers must be CURRENT members of the Academy of Model Aeronautics.
  2. If you are not a member of the Rogue Eagles R/C Club, please deposit a $3.00 per day use fee in the YELLOW stand pipe by the flag pole.
  3. Use the appropriate frequency pin and DO NOT FLY if the pin is not available.
  4. A MAXIMUM of 5 aircraft in the air at any time. THIS INCLUDES HELICOPTERS AND ELECTRICS.
  5. Carry your aircraft from the pit area to the taxi line, or in the case of large scale aircraft, have physical control over the aircraft until reaching the taxi line.
  6. Fly ONLY from DESIGNATED pilot stations. There is NO launching of ANY SIZE OR TYPE of aircraft from BEHIND the FLIGHT LINE, except at Park Flyer Runway for park flyers.
  7. Landing aircraft have the right of way at ALL TIMES.
  8. DO NOT fly behind (south) of the flight line over spectators, pit area, or parking areas. Park Flyers will keep their aircraft south of the Park Flyer Runway at all times.
  9. Stop your engine(s) before bringing aircraft back to pit area.
  10. Do prolonged engine run-ups at the run-up stand.
  11. ALL FIRST FLIGHT aircraft will be a single aircraft flight. All other aircraft will be grounded for the duration of the flight.
  12. ALL engines over 0.10 MUST have effective mufflers (less than 92 db at 3 meters).
  13. ALL aircraft MUST fly on the NORTH side of the runway except for landings, takeoffs, dead sticks, touch and go's or low passes, ALL of which MUST be announced LOUDLY by the pilot.
  14. ALL 3D flying will be done on the far side of the runway leaving the runway flight path clear for landing and takeoffs.
  15. Unsupervised children and pets are not allowed on the flight line or in the pit area.
  16. DO NOT FLY OVER HOUSE AT NORTH EAST END OF RUNWAY.

Transmitter Impound Rules for Agate Skyways

  1. All transmitters must have a frequency pin attached to the antenna denoting the transmitter's frequency.
  2. Upon arrival at the field, check your transmitter to be sure it is OFF and place it in the impound area.
  3. Before removing your transmitter from the impound box, check to see if the pin for your frequency is on the frequency board. IF IT IS NOT, DO NOT REMOVE YOUR TRANSMITTER FROM IMPOUND.
  4. If the pin for your frequency is on the frequency board, remove it and place it on your transmitter's antenna.
  5. BEFORE turning on your transmitter, visually check to see if anyone is in the air on your frequency. Announce your frequency LOUDLY.
  6. After each flight MAKE SURE your transmitter is OFF, place the pin back on the frequency board, and return your transmitter to impound.
  7. Don't hog the frequency pin - give other people on your frequency a chance to fly also.
  8. You are responsible to pay for any damage caused if you turn on while someone else has the frequency pin or if you put your transmitter into impound without turning it off.

Section F:  Flight Level Achievement Program

The purpose of the flight level achievement program is to stimulate club members too try too improve their flying proficiency by advancing through multiple skill levels. Each level is increasingly difficult. Only a few members have completed all four levels. Every member is encouraged to participate in the program. If you have already soloed you should be able to complete Level I. You must be a Level II to participate in any of the clubs public performances such as our air show.

For Levels I and II a pilot needs any TWO club members to witness the maneuvers and verify their completion. Levels III and IV require verification by TWO members with Level III or IV status.

LEVEL I - Solo

All maneuvers must be completed during ONE FLIGHT.

  1. Taxi: Two 90 degree turns then stop.
  2. Takeoff Procedure - Turns: 90 degree turn to right followed by 270 degree turn to left to line back up with runway.
  3. Horizontal Figure Eight
  4. Landing

Reward: Level I badge

LEVEL II - Sportsman

All maneuvers must be completed on the SAME DAY.

  1. 720 degree turn around a fixed point (left or right)
  2. Two landings (One from each end of the runway using left and right hand patterns)
  3. Dead stick landing
  4. Complete any (4) four of the following:
    • Stall turn (from either direction)
    • Straight inverted flight
    • Split S turn
    • Immelmann turn
    • Three turn spin
    • One horizontal roll

Reward: Level II badge

LEVEL III - Advanced

Events completed must be witnessed by two level 3 or 4 club members, but do not have to be on the same day as the maneuvers.

  1. Side-Slip to a landing
  2. 720 degree turn inverted around a fixed point (left or right)
  3. Horizontal figure eight, Inverted
  4. Complete any four of the following:
    • Twenty minute endurance flight
    • Three outside loops
    • Double stall turn
    • Double Immelmann turn
    • Knife-Edge flight
    • Spot landing
  5. Fly in one of the following AMA events:
    • Pylon Race
    • Fun-Fly (3 or more events)
    • Novice Pattern
    • Float Fly (Enter all events)
    • Helicopter (Enter all events)

Reward: Level III badge

LEVEL IV - Expert

Complete required events when started, but not all are required on the same day as maneuvers. Maneuvers must be completed with precision befitting an expert classification. MUST be witnessed by two LEVEL IV club members.

  1. Takeoff
  2. Non-Rolling Figure M
  3. Cuban Eight
  4. Four-Point Roll
  5. Three Reverse Outside Loops
  6. Eight-Point Roll
  7. Reverse Knife-Edge Flight
  8. Landing Perfection
  9. Fly in one of the following AMA events:
    • Pylon Race
    • Pattern (Advanced or Expert class)
    • Helicopter (Advanced or Expert)
    • Fun Fly (Enter all events)
    • I.M.A.C.
  10. Fly in a Rogue Eagles Air Show demonstrating five extraordinary maneuvers or gimmicks using one of the following types of aircraft:
    • Airplane (Scale or non-scale)
    • Helicopter (Scale or non-scale)
    • Sailplane or powered glider
    • Any type of home made aircraft

Pilot must be NOMINATED BY A LEVEL IV MEMBER AND VOTED ON BY MEMBERSHIP AT A CLUB MEETING.

Reward: Level IV badge


Section G:  Rogue Eagles R/C Club Constitution

Article I - NAME

The name of this club is the Rogue Eagles Radio Control Club. The club is a mutual benefit, non-profit corporation organized under the State of Oregon Nonprofit Corporation Act.

Article II - PURPOSE AND FUNCTION

Section 1

The objective of this club shall be to promote model building and flying in the Rogue Valley, and to endorse and support the established policies of the Academy of Model Aeronautics (AMA) in continued advancement of model aviation.

Section 2

All special or local activities of the Rogue Eagles R/C Club shall conform to the policies of the Academy of Model Aeronautics, and to the regulations of that organization governing model aircraft activities.

Article III - MEMBERSHIP

Section 1

All persons shall be eligible for Open, Junior, Family, or Associate membership in Rogue Eagles R/C Club provided they meet the qualifications prescribed by the Rogue Eagles R/C Club and by the AMA. These qualifications follow.

Section 2

Members sixteen years of age or over are classified as Open Members. Members less than 16 years old are classified as Junior Members.

Section 3

Persons supporting and active in club activities but not engaged in flying activities are eligible to become Associate Members of the Rogue Eagles R/C Club.

Section 4

Open and Junior Members must be current paid-up members of the Rogue Eagles and AMA and follow all Rogue Eagles and AMA rules.

Section 5

Associate Members of the Rogue Eagles do not have to belong to the AMA. Associate members are not eligible to vote on any flying field or flying activities, but will be eligible to vote on other club activities.

Section 6

Associate Members are not eligible to be elected officers, board members at large, or any position pertaining to flying.

Section 7

Family Membership means husband, spouse, and children. All members must be AMA members in good standing.


Section H:  Rogue Eagles R/C Club Bylaws (rev. January 3, 2012)

Article I - OFFICERS

Section 1

The officers of the Rogue Eagles R/C Club shall be:

  • President
  • Vice President
  • Secretary
  • Treasurer

Section 2

The Board of Directors shall consist of:

  • The Officers of Article I, Section 1
  • Events Coordinator
  • Safety Coordinator
  • Editor of the Newsletter
  • Public Relations Officer
  • Three Board Members at Large

All eleven board members listed above shall be voting members. President will vote only in the event of a tie vote.

Section 3

To be President of the Rogue Eagles R/C Club a member must have been an active member for three full years.

Article II - DUTIES OF OFFICERS

Section 1

The president shall preside at all meetings of the club and shall act as the spokesperson for the club in all matters pertaining to its activities.

Section 2

The Vice President shall assist the President and act for the President when the President is unable to serve.

Section 3

The Secretary shall keep the minutes and attendance roll of all club meetings. The Secretary shall provide an official book of minutes for this purpose, and also keep records of all correspondence relating to club activities.

Section 4

The Treasurer shall collect all monies due, and shall keep a record of monies received and monies disbursed as authorized by the Board of Directors.

Section 5

The Board of Directors will have the authority to exercise any expenditure(s) not to exceed $300.00 over and above normal expenses within any regular month's business; provided these expenditures are approved by a simple majority vote of the voting Board members (of at least a quorum).

Section 6

Any event that may exceed $300.00 in expenditures will be at the discretion of the Contest Director/Event Organizer. However, such anticipated expenses over $300.00 must be approved by the Board of Directors at least 30 days in advance of the event.

Article III - TERMS OF OFFICE

Section 1

All Officers and Board members of the Rogue Eagles R/C club shall serve a two-year term beginning January after election or appointment.

Section 2

Nomination for officers shall be held at the regular meetings in October and November of an election year, and shall be made by club members. Election of officers will be held at the regular meeting in November.

Section 3

The Events Coordinator, Newsletter Editor, Safety Coordinator and Public Relations Officer shall be appointed at the first general meeting in January.

Section 4

The three Board Members at Large shall be elected from the open membership at the January general meeting.

Section 5

If a board member is failing to perform their respective duties in any way, such as to cause concern among the membership or Board of Officers, then a special meeting of the Board shall be called to discuss the problem(s). Disciplinary action will be determined by the Board. The maximum decision could be for the subject officer to be voted out of office, provided a unanimous vote is given by the remaining board officers for this action.

Article IV - VACANCIES

Section 1

A vacancy in any office shall be filled by appointment of a club member, and such appointee shall serve until the end of the term for which the predecessor was selected.

Article V - MEETINGS

Section 1

Regular meetings shall be held the second Tuesday of each month (except December) beginning at approximately 7:00 PM. Special meetings of the club shall be at any convenient time upon call by the President, and/or three club members. The call must be issued at least three days in advance of the meeting date set, and shall name the time and place of the meeting.

Section 2

The meeting of the Board of Directors, time and place, shall be determined by the sitting Board of Directors. Time and place shall be listed in the monthly newsletter. There shall be no meeting in December. All board meetings shall be open to all club members.

Section 3

In the event of a tie vote, the President shall cast the deciding vote.

Section 4

The Board of Directors shall not be held personally liable for the debts, liabilities, or other obligations of the Rogue Eagles R/C Club.

Section 5

Club expenditures up to $2500.00 may be made at any GENERAL meeting by MAJORITY vote of those members present at that meeting. Any amount exceeding Twenty Five Hundred dollars requires notification of all club members and a vote per SECTION 1 ARTICLE XI.

Article VI - REGULAR BUSINESS

Section 1

All regular business affairs and enterprises conducted by the club shall be directed by the board, and conducted under Robert's Rules of Order.

Section 2

The regular meeting agenda will be:

  1. The President shall bring the meeting to order.
  2. Roll call and introduction of visitors.
  3. Reading and correction of minutes.
  4. Board meeting report.
  5. Treasurer's report.
  6. Old Business.
  7. Committee reports if necessary.
  8. New Business.
  9. Announcements.
  10. Entertainment:
    1. Presentations.
    2. Presentations of projects.

Article VII - DUES AND FEES

Section 1

All membership Dues and Fees are defined in the Addendum (Membership Dues and Fees) attached to this document. Whenever any proposed changes to the dues and/or fees are proposed, a notification of the proposal will be sent to the membership of record and will be voted upon at the meeting as stated in the notification. Any changes that are made will be updated in the Addendum and the Membership Application form will be updated.

Section 2

No special assessment shall be levied upon the club membership at any time, except by vote of 2/3 of the entire membership.

Section 3

Current renewing members must show proof of AMA membership to be accepted for membership for the calendar year.

Section 4

Upon application for new membership, the applicant may pay the initial AMA dues to the Treasurer and the AMA dues and application will be immediately forwarded to AMA headquarters; or the new applicant must show proof of current AMA membership.

Section 5

Membership is good for one calendar year. Dues collected from current members after October 31st shall be considered paid in full for the following calendar year provided proof of AMA membership is provided.

Section 6

Life membership will only be given to existing paid up members of the club and the AMA, who have performed exemplary tasks and/or service to the club and shall be voted on by the membership. Members who are prepared to pay $1500.00 up front may purchase a life membership with the understanding that AMA membership must be maintained throughout, or life membership will be terminated WITHOUT REFUND. NO REFUNDS WILL BE MADE ON A LIFE MEMBERSHIP AFTER NINETY (90) DAYS FROM DATE OF RECEIPT OF PAYMENT.

Article VIII - SPECIAL FUNDS

Section 1

The Treasurer is authorized to receive contributions or specially obtained funds from any individual or institution for club use.

Article IX - BEHAVIOR AT FIELD

Section 1

All pilots at Agate field must abide by all AMA and Rogue Eagles safety rules at all times.

Section 2

Any pilot violating any rules should be warned by the club safety officer or by any (2) two club members. Continued infraction of rules shall be cause for expulsion from the field and/or termination of club membership, depending on the severity of, and frequency of said rule violation.

Section 3

At any event, the contest director (CD) is in total control, including enforcement of rules specific to the event. If rules are broken and/or behavior of any participant or pilot is unacceptable and/or reflects negatively on the Rogue Eagles Club, the CD shall take appropriate action including but not limited to expulsion of the offender(s) from the flying site and possible membership termination by a vote of the Board.

Article X - COMMITTEES

Section 1

The function of the Board is to conduct business and disbursement of funds to conduct club activities and business. It shall also initiate substantive matters to be brought before the membership in accordance with the club Constitution and Bylaws.

Section 2

The responsible directorship for the standing committees, i.e. Maintenance, Safety, etc., shall be appointed by the President to serve during the President's term of office. Additional special committees as required may be named from time to time by the President.

Article XI - AMENDMENTS

Section 1

Amendments may be made to this constitution and the bylaws at any general meeting of the club, provided the majority vote is 2/3 of the votes cast in the affirmative by the active membership. Proposed changes will be published in the club newsletter at least 30 days prior to the scheduled vote tally at the General Membership meeting, together with a ballot for mail-in absentee voting.

Section 2

Any club member in good standing may propose changes to the Constitution and or Bylaws by presenting the proposal in writing and explaining the rationale at a scheduled club meeting.

Article XII - CLUB DISSOLUTION

Section 1

If at any time the Rogue Eagles R/C Club should cease to operate as a club and be dissolved, any club funds will be used to pay off all debts. Thereafter, any money and assets that are left shall be awarded as a donation to a nonprofit, Rogue Valley, youth organization, as designated by the club members before discontinuance of the club.

ADDENDUM - MEMBERSHIP DUES AND FEES

Dues will be established for four categories of membership: Family Membership, Open Individual Membership, Junior Membership, and Associate Membership.

Annual membership dues are as follows:

New members are charged an additional processing fee of $25.00

Ex members who rejoin the club after a hiatus of two years are required to pay the $25.00 processing fee. An exception is made for renewing members who have been away on U.S. Military service.

For NEW (only new) Open and Family members joining the club, dues will be pro-rated for those joining later in the year per the following table:

National Model Aircraft Safety Code (#105)

National Model Aircraft Safety Code
Effective January 1, 2011

  1. GENERAL:   A model aircraft is a non-human-carrying aircraft capable of sustained flight in the atmosphere. It may not exceed limitations of this code and is intended exclusively for sport, recreation and/or competition. All model flights must be conducted in accordance with this safety code and any additional rules specific to the flying site.
    1. Model aircraft will not be flown:
      1. In a careless or reckless manner.
      2. At a location where model aircraft activities are prohibited.
    2. Model aircraft pilots will:
      1. Yield the right of way to all man carrying aircraft.
      2. See and avoid all aircraft and a spotter must be used when appropriate. (AMA Document #540-D - See and Avoid Guidance.)
      3. Not fly higher than approximately 400 feet above ground level within three (3) miles of an airport, without notifying the airport operator.
      4. Not interfere with operations and traffic patterns at any airport, heliport or seaplane base except where there is a mixed use agreement.
      5. Not exceed a takeoff weight, including fuel, of 55 pounds unless in compliance with the AMA Large Model Aircraft program. (AMA Document 520-A)
      6. Ensure the aircraft is identified with the name and address or AMA number of the owner on the inside or affixed to the outside of the model aircraft. (This does not apply to model aircraft flown indoors).
      7. Not operate aircraft with metal-blade propellers or with gaseous boosts except for helicopters operated under the provisions of AMA Document #555.
      8. Not operate model aircraft while under the influence of alcohol or while using any drug which could adversely affect the pilot's ability to safely control the model.
      9. Not operate model aircraft carrying pyrotechnic devices which explode or burn, or any device which propels a projectile or drops any object that creates a hazard to persons or property.
        Exceptions:
        • Free Flight fuses or devices that burn producing smoke and are securely attached to the model aircraft during flight.
        • Rocket motors (using solid propellant) up to a G-series size may be used provided they remain attached to the model during flight. Model rockets may be flown in accordance with the National Model Rocketry Safety Code but may not be launched from model aircraft.
        • Officially designated AMA Air Show Teams (AST) are authorized to use devices and practices as defined within the Team AMA Program Document (AMA Document #718).
      10. Not operate a turbine-powered aircraft, unless in compliance with the AMA turbine regulations. (AMA Document #510-A).
    3. Model aircraft will not be flown in AMA sanctioned events, air shows or model demonstrations unless:
      1. The aircraft, control system and pilot skills have successfully demonstrated all maneuvers intended or anticipated prior to the specific event.
      2. An inexperienced pilot is assisted by an experienced pilot.
    4. When and where required by rule, helmets must be properly worn and fastened. They must be OSHA, DOT, ANSI, SNELL or NOCSAE approved or comply with comparable standards.
  2. RADIO CONTROL (RC)
    1. All pilots shall avoid flying directly over unprotected people, vessels, vehicles or structures and shall avoid endangerment of life and property of others.
    2. A successful radio equipment ground-range check in accordance with manufacturer's recommendations will be completed before the first flight of a new or repaired model aircraft.
    3. At all flying sites a safety line(s) must be established in front of which all flying takes place (AMA Document #706 - Recommended Field Layout):
      1. Only personnel associated with flying the model aircraft are allowed at or in front of the safety line.
      2. At air shows or demonstrations, a straight safety line must be established.
      3. An area away from the safety line must be maintained for spectators.
      4. Intentional flying behind the safety line is prohibited.
    4. RC model aircraft must use the radio-control frequencies currently allowed by the Federal Communications Commission (FCC). Only individuals properly licensed by the FCC are authorized to operate equipment on Amateur Band frequencies.
    5. RC model aircraft will not operate within three (3) miles of any pre-existing flying site without a frequency-management agreement (AMA Documents #922 - Testing for RF Interference; #923 - Frequency Management Agreement).
    6. With the exception of events flown under official AMA Competition Regulations, excluding takeoff and landing, no powered model may be flown outdoors closer than 25 feet to any individual, except for the pilot and the pilot's helper(s) located at the flight line.
    7. Under no circumstances may a pilot or other person touch a model aircraft in flight while it is still under power, except to divert it from striking an individual. (This does not apply to model aircraft flown indoors).
    8. RC night flying requires a lighting system providing the pilot with a clear view of the model's attitude and orientation at all times.
    9. The pilot of a RC model aircraft shall:
      1. Maintain control during the entire flight, maintaining visual contact without enhancement other than by corrective lenses prescribed for the pilot.
      2. Fly using the assistance of a camera or First-Person View (FPV) only in accordance with the procedures outlined in AMA Document #550.
  3. FREE FLIGHT
    1. Must be at least 100 feet downwind of spectators and automobile parking when the model aircraft is launched.
    2. Launch area must be clear of all individuals except mechanics, officials, and other fliers.
    3. An effective device will be used to extinguish any fuse on the model aircraft after the fuse has completed its function.
  4. CONTROL LINE
    1. The complete control system (including the safety thong where applicable) must have an inspection and pull test prior to flying.
    2. The pull test will be in accordance with the current Competition Regulations for the applicable model aircraft category.
    3. Model aircraft not fitting a specific category shall use those pull-test requirements as indicated for Control Line Precision Aerobatics.
    4. The flying area must be clear of all utility wires or poles and a model aircraft will not be flown closer than 50 feet to any above-ground electric utility lines.
    5. The flying area must be clear of all nonessential participants and spectators before the engine is started.

The Accident/Medical coverage applies to injuries while engaged in model activity regardless of who causes the accident. It reimburses an AMA member in accordance with policy terms and conditions for only medical expenses (also the beneficiary for loss of life) incurred within 52 weeks of the accident. Section J:  Duties of Club Officials

President

  1. The president is responsible for conducting all meetings in accordance with "Robert's Rules of Order" and presiding over said meetings.
  2. He or She is the contact point for the club with the County, City, Parks or any other organization involved in the day to day operation of the Rogue Eagles.
  3. He or She is the spokesperson for the club in all matters pertaining to its activities.
  4. He or She will be included as a signatory on the checking account for the club.

Vice President

  1. It will be the responsibility of the acting Vice President to assume the duties of the President in his absence, ie. manage the monthly meetings and board meetings, take over any activities he has planned or arranged for their completion.
  2. Maintain a current and up to date inventory of the club's equipment and their locations.
  3. He or She is also responsible for the cleaning of and stocking of the bathroom facilities at the field and at all events.

Secretary

  1. The Secretary should attend all scheduled club meetings and make a record of the proceedings for the purpose of producing official minutes that are to be presented by the next scheduled meeting. A list of attendees to each meeting will be taken and associated with the minutes of that meeting.
  2. In the event that the Secretary is unable to attend a meeting then he or she will make every effort to find a substitute individual to act as Secretary for that meeting.
  3. Keep records of all correspondence related to club business and activities, including all meeting minutes both general and board.
  4. Prepare correspondence as required for distribution to club members and or other organizations.

Treasurer

  1. Change of President/Treasurer
    • New President and Treasurer and other officers authorized to sign checks, go to the Credit Union with minutes of meeting listing them as new officers and complete new signature cards and other info required by Credit Union. The CU address is: 1123 Royal Avenue; Medford, OR.
  2. Know the By-laws
    • Know the maximum expenditures for events, when club membership must approve expenditures, etc.
  3. Incomes
    • Deposit all incomes on a timely basis.
    • Enter in the check book.
    • Enter in the electronic version such as Quicken or Quick Books.
    • In a binder, keep a voucher of all incomes itemized by type of income and cash or check including transaction slips received from banks.
  4. Expenditures
    • Issue checks for all legitimate expenses. Send check to vendor as needed.
    • Get proof of expenditures from whoever is asking for money, such as invoices, customer copy of receipts, customer copy of statements, etc.
    • Enter in the electronic version.
    • Make up a voucher for each expense and keep in voucher binder with income vouchers. Keep vouchers in chronological order. Many invoices, customer copies of statements, etc. can be used as vouchers as long as the Treasurer notes thereon the date check issued, amount of check, to whom issued and check number. All of which will match checkbook entry.
  5. List of Members
    • Establish a member list using a suitable computer program with widespread acceptance such as Microsoft Excel. Include last name, first name, address, city, state zip, phone number, AMA number, e-mail, and a column indicating how current the number is, plus any other information deemed necessary.
    • Prior to the first meeting of the year, make up a name sticker for each member paid up for the last year. Stickers include name, AMA number, and expiration date. As members renew at the first meeting, these stickers are placed on their Rogue Eagles membership cards.
    • As new members join the club or previous members renew, the member list is updated as needed. For new members, a sticker is prepared, placed on a membership card and then the card is sent to the new member. For members that renew after the first meeting, send their stickers to them and they will attach it to their membership card.
    • Purchase new membership cards as needed.
    • Send updated member list on a monthly basis to the President, the Secretary, and the Newsletter Editor. Send club member list to others as requested and authorized.
  6. Mailbox
    • Check mail at least weekly, if not more frequently, or make other arrangements to get the mail from the club's mailbox in Medford. Distribute mail to club officers as needed.
    • Pay mail box rental fee in a timely manner.
  7. Monthly Meetings
    • Prepare various financial reports as requested and/or required by board members or the club's tax free status.
    • Participate in club activities such as several events, work parties, etc.
    • Pay meeting place rent as required by contract.

Board Member at Large

Board Members at Large are elected by the members at the first January General meeting every two years (odd numbered years).
Their duties include, but are not limited to:

  1. Stay current with issues which effect the day-to-day smooth functioning of the club. This would include making themselves available to 'lend an ear' when club members have a concern.
  2. Make every effort possible to attend both the General meetings and Board meetings on a regular basis and bring up concerns mentioned in number 1 above.
  3. Be ready to 'step-up' when asked by the President to help with the needs of the club.

Events Coordinator

  1. At the Board meeting in October, set up the dates for the Events Calendar for the club for the following year.
  2. Most of the events have the same dates year after year, the Events Coordinator must make every effort to check and find out for sure.
  3. If the Events Coordinator finds a conflict with an event, then he should (again) make every effort to see if the CD (Contest Director) of that event can change his dates.

Safety Coordinator

  1. Make every effort possible to attend the General Meetings and the Board Meetings on a regular basis.
  2. Be knowledgeable about both AMA safety rules as well as local rules that apply to safe flying and conduct at Agate Field.
  3. When at all practical, be a presence at the field to monitor and communicate safe flying to pilots and spectators.
  4. Bring grievous problems or safety concerns to the Board.

Public Relations Officer

  1. Prepare or edit organizational publications for internal and external audiences, including club newsletters and AMA releases.
  2. Respond to requests for information from the media (with the board approval) or designate another appropriate spokesperson of information source.
  3. Establish and maintain cooperative relationships with representatives of the community, partners, club members, and public interest groups.
  4. Plan and direct development and communication of informational programs to maintain favorable public perceptions of Rogue Eagles' accomplishments and agenda.
  5. Confer with the board of directors to produce or coordinate production of advertisements and promotions.
  6. Arrange public awareness through media releases for club appearances, school lectures, club contests or exhibits for Rogue Eagles to increase awareness and to promote goodwill.
  7. Confer with other club members to identify trends and key group interests and concerns or to provide advice on public relations/media opportunities.
  8. Consult with board of directors and members to arrange promotional campaigns in all types of media for club events, club accomplishments and community goodwill programs.
  9. Coach members in effective communication with the public and with media as it relates to club specific media opportunities.
  10. Prepare and deliver speeches to further public relations objectives.
  11. Partner with non-profit organizations for club events, media exposure and community goodwill.
  12. Partner with the newsletter editor for editorial content, story ideas and general membership awareness of events.

Newsletter Editor

  1. Make every effort possible to attend the General meetings and the Board meetings on a regular basis.
  2. Gather information about the club and publish a monthly newsletter.
  3. Stay current with issues which effect the day-to-day smooth functioning of the club. This would include 'lending-an-ear' when club members have a concern.

Field Maintenance Officer

  1. Weekly:
    • As necessary, pick up trash (paper, plastics, aircraft parts, cigarette butts, etc.) and deposit in trash receptacles.
    • Check toilets for cleanliness. Replenish toilet paper as needed.
    • Mow high grass and weeds as needed on landing approach areas, infield, launch pads, and edges of airstrip.
    • Check for hazardous conditions which may impair the safety of the club members and or the public at large.
  2. Annually:
    • Inspect all structures to determine necessary repair. Schedule for repair or replacement as needed.
    • Check all tables for loose bolts or broken benches and schedule for repair if necessary.
    • Inspect and repair bleachers as needed.
    • Apply pre-emergent and weed killer to all areas to remain clear of weeds and grass.
    • Inspect perimeter fence lines for breaks, loose parts, sagging, etc. Repair as necessary.
    • Inspect airstrip surface for defects such as cracks, settlement or unusual raised areas.
    • Inspect all signs including entrance, drive, staging, and observation areas, etc. Repair and repaint as necessary. (This is important for liability reasons.)

R/C Flight Instructors (Introductory Pilot Instructors)

  1. Must have an "Intro Pilot" designation from the AMA.
  2. Have name, phone number and e-mail address posted in the Newsletter and on the Website.
  3. Be available to provide free instruction to beginning pilots.
  4. Have a nurturing attitude to promote a positive experience to new pilots.
  5. Fill out and submit appropriate AMA documentation.
  6. Instruct new pilots in the competent and safe flight of model aircraft in accordance with the AMA and Rogue Eagles Club guidelines.

Webmaster

Overall maintenance of the club's website is the responsibility of the webmaster. Content is published at his/her discretion.

  1. Publish announcements of pending events or other club news in a timely manner. Delete items as they expire.
  2. Post the newsletter, minutes of club meetings, event results, etc, on the website in a timely manner after receiving them.
  3. Attend as many of the club meetings and board meetings as practicable.
  4. Attend as many of the fly-ins at our field as practicable. Consider using a surrogate reporter if unable to attend.
  5. Create visually oriented stories of club events.
  6. Use the Photo Section to present club events and members' projects.
  7. Look for things that would be appropriate to post on our website.
  8. Seek volunteers from the membership who can help provide visual or written content for the website.
  9. Proofread content carefully to assure accuracy, clear wording and proper spelling, especially of people's names.
  10. Administer the Rogue Eagles Forum messaging system.
  11. Welcome feedback from the membership about our website.
  12. Think creatively. Web technologies and presentation techniques are always changing... Never stop learning!
